Duty days are a constant and unexciting part of Navy life. But while ships and squadrons remain undermanned, some sailors say in-port duty has become too frequent and that their well-earned time at home is being gradually siphoned away by the fleet's heavy watch requirements and its shortage of qualified sailors.
