Senior Navy officials are looking at how the Navy ranks sailors for advancement. The last such review, in 2007, led to big changes, including a greater emphasis on sailor performance.

Under these changes, a sailor's evaluation was weighted higher than test score as part of the formula to "rack and stack" sailors for petty officer advancements.

Awards, degrees and time in grade give sailors points to up the chances to advance.

The 2013 review, officials say, doesn't automatically mean changes are coming. But they're looking to the fleet for suggestions.
