20th MTI found guilty in sex scandal may get reprieve

A former military training instructor sentenced May 8 to 60 days in jail and a bad conduct discharge for having unprofessional relationships with three technical trainees will likely get a reprieve.

A pre-trial agreement with the government allows Tech. Sgt. Kyle M. Billiot to stay in the Air Force and serve no more than 45 days in confinement. It also calls for him to be busted no more than two grades. In order to receive the lesser punishment, Billiot must comply with the terms of the agreement, which were not made public, said Brent Boller, an Air Force spokesman.

During a special court-martial at Joint Base San Antonio-Randolph, Texas, May 8, Billiot pleaded guilty to having sex with one technical trainee and sending lewd photographs to two others, whom he did not meet, Boller said.

Billiot said in a unsworn statement he made bad decisions and took full responsibility for his actions. He has been in the Air Force for 13 years and served as an MTI for about a year and a half.

Military judge Col. Joe Wesley Moore deliberated for about an hour before pronouncing his sentence, which also included reduction to airman basic.

The convening authority in the case, 802nd Mission Support Group commander Col. William Eger III, has the final say on the sentence, Boller said.

Billiot was the 20th MTI to go to court-martial. All but one case — dismissed when a judge ruled evidence was improperly seized — has ended in a conviction.
