The chance to put on a senior chief’s star has increased to 13.62 percent, making this year the best shot at making E-8 since at least 1997, but probably longer.

This year’s E-8 selection board began work May 13, sorting through the records of 12,431 chief petty officers to pick 1,693 new senior chiefs. The last time that such an advancement opportunity was nearly this good was in 2006, when the 2007 board advanced 12.55 percent of eligible chiefs.

Why is the opportunity so good this year? There are 90 more quotas available, and 993 fewer eligible chiefs competing for them.

Thirty-eight ratings will advance above the Navy-wide 13.62 percent average, with 46 falling below that mark. Last year, there were 35 above-average ratings and 51 below average.

While this is good news, it’s possible the board will leave some quotas unfulfilled. Last year’s board picked 17 fewer eligible chiefs than the 1,603 quotas could have allowed them.

It’s not uncommon for a board to return quotas if members don’t feel there are enough qualified candidates. An advancement list won’t be available until late June.

And what of this year’s chance to make chief petty officer? Does a rise in new senior chiefs indicate another record year for CPOs?

Don’t count on it. At least don’t count on an equivalent increase, as has been the case for incoming E-8s and E-9s this year. Last year, after two years of 18 percent advancement to E-7, opportunity peaked at 24 percent. But officials told Navy Times last year that this year’s rate will be about 22 percent.
