Lt. col. accused of rape, assault and lewd acts with a child

A lieutenant colonel at Wright-Patterson Air Force Base, Ohio, is headed to court-martial on charges he raped, assaulted and engaged in wrongful sexual contact and lewd acts with a child in Virginia and Ohio over a six-year period. The Air Force said there was only one victim among all of the charges.

The trial for Lt. Col. Reginald W. Kabban was originally set for June 10 but was continued to Sept. 23, according to a base spokesman. He was not being held in pre-trial confinement.

Kabban serves as deputy chief of the development and planning branch in the business and enterprise directorate of the Life Cycle Management Center, according to the Air Force.

The center is one of five that reports to Air Force Materiel Command. A list of his past 10 assignments show Kabban arrived at the base in 2009. He was at the Pentagon from 2007 to 2008.

Kabban allegedly struck with his hand, tripped and fondled a girl younger than 16 on multiple occasions in or near Stafford, Va., between August 2005 and July 2009, according to a working document of charges provided by the Air Force.

He is accused of sexually touching a child younger than 12 various times there from October 2007 to July 2009, it says.

The alleged offenses in Ohio occurred from August 2009 to November 2011 in or near Centerville, according to the document.

They include two counts of rape of a child younger than 16 and a child between the ages of 12 and 15; touching the child sexually; striking the child in the face, tripping the child and cutting the child on the arm with a knife.

Kabban entered the Air Force in October 1995 and was promoted to lieutenant colonel in March 2011.
