Navy relieves O-6 in charge of major IT network program

The head of the Navy program that manages the fleet’s IT networks was fired Monday after a “substantiated investigation ... into an improper relationship and unprofessional behavior,” according to a Navy news release.

Capt. Shawn Hendricks had been program manager for naval enterprise networks since the office was created in early 2011. He was relieved by Victor Gavin, program executive officer for enterprise information systems, after an investigation by Space and Naval Warfare Systems Command, according to the release.

The relationship, described as personal in nature, was with a subordinate contractor, a Navy official said.

The office oversees the “acquisition lifecycle” of the Navy-Marine Corps Intranet and the fleet’s other information technology networks, according to the release, as well as the contracting of its replacement, the Next Generation Enterprise Network, or NGEN.

Philip Anderson, NEN deputy program manager, will take over Hendricks’ position until a replacement is named, the release said. Hendricks, a 1989 Naval Academy graduate with more than 2,700 flight hours, has been transferred to SPAWAR’s Washington liaison office, the release said.
