The commander of the Joint 33rd Maintenance Group at Eglin Air Force Base, Fla., was relieved Monday due to a loss of confidence in his ability to command, a Navy spokesman said.

Navy Capt. Lance E. Massey II was relieved after a preliminary investigation showed he engaged in “inappropriate conduct towards subordinate female officers,” according to Cmdr. Kevin Stephens, spokesman for Naval Air Forces.

Massey was relieved by Air Force Col . Todd Canterbury, commander of the 33rd Fighter Wing at Eglin, which has the initial Navy, Air Force and Marine Corps Joint Strike Fighter units under it.

“He had been temporarily relieved on Oct. 28, and the investigation is ongoing,” said Stephens. “But the preliminary findings were enough that Col. Canterbury made the decision to relieve him permanently.”

Stephens said no charges have been filed so far and Massey was temporarily reassigned to the staff of 33rd Fighter Wing pending the final outcome of the investigation and the adjudication of any possible disciplinary action.

The initial investigation showed that Massey had engaged in nonwork-related personal conversations initiated by himself toward subordinate female junior officers. He was also sending personal text messages to these officers’ personal cellphones, Stephens said.

“The female officers were provided with the appropriate support resources given the circumstances,” he said. “They remain assigned to the 33rd Fighter Wing, and their conduct is not under question.”

Air Force Col. Ronald Huzzard, the unit’s deputy commander, has assumed command. Huzzard was initially set to relieve Massey in July 2014.
