RIF board to convene June 16; will consider captains, majors

The Air Force will convene a reduction- in- force board June 16 to consider separating some captains and majors in overmanned career fields, according to an internal memo obtained by Air Force Times.

The memo, dated Dec. 23, said that the RIF board will consider captains in year groups 2005 through 2008 and majors in year groups 1997 through 1999 and 2001 through 2003 in unspecified Air Force Specialty Codes and in the Line of the Air Force, Biomedical Sciences Corps, Dental Corps, Medical Corps, Medical Service Corps and Nurse Corps categories.

The RIF board will also consider Line of the Air Force-Judge Advocate officers with a date of rank to major of between May 1, 2010, and Sept. 30, 2013.

The RIF board is one of 18 force management programs the Air Force is rolling out throughout 2014 to help it trim the ranks and adjust to sweeping across-the-board budget cuts known as the sequester. Air Force Chief of Staff Gen. Mark Welsh said last year that the sequester could force the service to cut up to 25,000 airmen over the next five years.

Officers who are eligible for RIFs will be able to apply for voluntary separation pay between Jan. 14 and May 1 in lieu of meeting the board. If accepted, those officers would receive 1.25 times the standard full separation pay, and would have to separate on Sept. 29. Those who are chosen to be separated by the RIF board will have to leave no later than Jan. 31, 2015. They will receive the standard separation payment.

Officers also have the option of applying between Jan. 14 and March 26 for Temporary Early Retirement Authority, which allows them to retire with as little as 15 years of service.

The Air Force also detailed its plans to convene a force shaping board on July 14 in another memo, which was dated Dec. 24 and also obtained by Air Force Times. Officers who are not selected for retention by the force shaping board will be notified in August and must separate no later than Dec. 31.

The force shaping board will consider captains and first lieutenants in certain unspecified career fields in the 2009, 2010 and 2011 year groups. Officers in the Line of the Air Force, Biomedical Sciences Corps, Dental Corps, Medical Service Corps and Nurse Corps could be eligible for the force shaping board.

The force shaping board will also consider LAF-J officers with a date of rank to captain that falls during 2009, 2010 or 2011.

The Air Force Personnel Center said in a Jan. 14 release that details on the RIF and force shaping boards are still being finalized, and should be released within the next two weeks.
