Medical officer promotion board results delayed for Guard, Reserve

Administrative delays and apparent legal problems have snarled the planned release of the reserve component Army Medical Department colonel and lieutenant colonel promotion selection boards that met in February.

Under normal conditions, officer selection list processing takes about four months following board adjournment for administrative actions, legal review and post-board exemplary conduct certification screenings.

In a statement issued Wednesday, the officer promotions branch of the Human Resources Command indicated that results of the fiscal 2014 AMEDD boards that met Feb. 3-19 to consider National Guard and Army Reserve officers for advancement to colonel and lieutenant colonel will be delayed until the late September or early October.

While not identifying the specific reason for the delay, the HRC announcement noted that the “officer promotion selection process is tightly controlled by law to ensure fair consideration for all eligible service members.

“The processing of results is constrained further by policy to ensure the integrity of the well-established board process, and protect the rights of individuals and their military status under the Constitution,” according to the statement.

“In the event the board review determines that the proceedings were inconsistent with law, Department of Defense directives, Army regulations or secretary of the Army guidance, the board may be reconvened without notice to the field,” the statement continued.

HRC officials indicated that the reconvening of the boards may take up to three to four additional months, as happened last year when results of the fiscal 2013 reserve components Army Promotion List colonel, Army Promotion List lieutenant colonel, AMEDD major and chief warrant officer selection boards were delayed because of administrative problems.
