Chance to make chief dips; 3,923 spots up for grabs

The latest chief petty officer selection board began its work Monday picking who will be next to move into the chief’s mess in the coming year.

The bad news: the shot at chiefs’ anchors dips this year to 24.09 percent — 2.5 percentage points lower than last year’s 26.68 percent, which at the time was the best in the previous eight years.

But there’s also good news: It’s still one of only four times since 1997 that the chance to make the goat locker exceeded 24 percent. And last year’s record chance aside, that last happened during the 2007 board.

This year, the board will review the records of 16,283 eligible E-6s seeking to fill one of 3,923 available quotas. Both eligibles and quotas are down from last year, when 17,465 sailors competed for anchors and 4,660 moved up.

Two ratings have the potential to advance all eligible sailors — 100 percent — though officials caution that the board always has the option to fill less than the number of authorized quotas if they don’t feel all the candidates are ready.

This year, there’s 27 eligible E-6 submarine-qualified logistics specialists and if the board agrees, all of them could put on anchors. It’s the same for explosive ordnance disposal specialists, where 70 of 70 eligibles could move up.

Last year’s big winner, gas turbine system technician (electrical), which advanced 100 percent in 2013, still will advance more than 80 percent this year, with 33 of 41 moving up.

On the low end, the good news is that every rating has at least one opening for a new chief. Such is the case for musicians in the fleet bands who have a 2.27 percent chance at moving up — one out of 44 eligible sailors will get anchors.

Last year’s lowest performer in the anchors derby was the Seabee rating of engineering aide, with one quota and only a 3.35 percent opportunity. This year, that rating has two openings out of 28 eligible sailors — a 7.14 percent shot at moving up.

1. Board Eligible: Population of test taking Sailors (approximately top 60% of test takers), and those on an IA waiver, who have become selection board eligible for Chief Petty Officer.
2. Quota: Vacancy driven advancement quotas, derived with community health considerations.
3. Opportunity: Percentage of the rating's quota to the eligibles. 100% opportunity indicates that the Selection Board may select all selection board eligible candidates. However, the board is not bound to fill all quotas.
