18 Ike sailors punished over exam
No sympathy for those sailors, they knew what they were doing was wrong. However, it did one good thing — it exposed a practice that compromised the validity of the exam. If it happened once, it’s probably happened on other occasions. The difference is, this time someone was caught.

A few bad shipmates will tarnish the [Operational Reactor Safeguards Examination] boards and chief ranks across the Navy. We all will need to be as diligent as ever to polish the reputation of both the ORSE board and chief ranks.

Another delay for joint pay system
Not only is there a delay, the current approach using PeopleSoft with minimal modifications was doomed to failure from the start. They can’t get the ad hoc procedures informally collected from “working groups” to coincide with current procedures. Add to that the fact that virtually no planning or effort has taken place to retire about 70 legacy applications and you have a monumental flop that cannot be covered up. The money trail for $2 billion wasted is too big for even the Defense Department to hide.
