A record 27,967 petty officers move up

Some 23,499 active-duty sailors will advance in the spring 2007 petty officer advancement cycle — the biggest active-duty numbers since the spring cycle of 2003. Add that to the 3,528 new Selected Reserve petty officers, 920 new full-time support sailors and 20 reserve canvasser-recruiters, and some 27,967 sailors are adding a chevron.
In all, quotas increased by 2,369, up from 21,144 who moved up on last fall’s cycle.
In addition, 920 full-time support reserve sailors will get a boost, along with 20 Navy Reserve canvasser recruiters.
This year’s active list includes 23,499 new third, second and first classes; some quotas are left unfilled in anticipation of late exams.
“We are coming out of our glide slope now and are looking into the sustaining the force we’ll need into the future,” said Rear Adm. Mike LeFever, who directs the Manpower, Personnel, Training and Education Policy Division on the staff of the Navy’s chief of personnel in Arlington, Va.
Helping this advancement, LeFever said, is that planners took a look at projected future manpower requirements — rating by rating — and are phasing in and out any projected increases and decreases over the next few exam cycles.
“It helps smooth out the peaks and valleys and gives sailors more of a normal advancement rate they can count on,” he said.
He also added that the overall numbers could increase over the next few cycles before leveling off at a “steady state.”
The climb in quotas was also helped by a decrease in test takers from 102,679 to 97,012, as well as a corresponding drop in test passers, which fell from 100,403 last cycle to 94,309 this spring, meaning that 6,094 failed their tests.
“Yes, we did have a drop in test passers,” Lefever said. “But what we look at here is that the overall pass rate remained very steady,” dropping 0.57 of a percentage point to 97.21 percent, down from 97.78 percent last cycle.
