Current, incoming flags get assignments

A flag officer tapped for his second star has been assigned as the Marine Corps’ top medical officer, according to flag assignments released Tuesday by Chief of Naval Operations Adm. Gary Roughead.
Rear Adm. (lower half) Richard Jeffries, who is now commander, Navy Medicine Capital Area, and commander, National Naval Medical Center, Bethesda, Md., is being assigned as medical officer to the Marine Corps. His replacement at Bethesda is Rear Adm. (lower half) Matthew Nathan, who is now commander, Navy Medicine East, and commander, Naval Medical Center, Portsmouth, Va.
Also receiving a new assignment was Rear Adm. (lower half) William Leigher, who will become director, information operations, N39, Office of the Chief of Naval Operations, Washington, D.C. Leigher was relieved June 2 as commanding officer, Navy Information Operations Center, Norfolk, Va.
Several captains nominated for their first star also received assignments Tuesday:
* Michael Anderson is being assigned as command surgeon, U.S. Pacific Command, Pearl Harbor, Hawaii. Anderson is now deputy medical officer to the Marine Corps, Washington, D.C.
* David Baucom is being assigned as director, logistics/fleet supply officer, N41, U.S. Fleet Forces Command, Norfolk, Va. Baucom now is commanding officer, Fleet and Industrial Supply Center, Norfolk, Va.
* Dennis Fitzpatrick is being assigned as director, joint operations, N3, U.S. Fleet Forces Command, Norfolk, Va. Fitzpatrick now is fleet warfare requirements and program planning division head, N80, U.S. Fleet Forces Command, Norfolk, Va.
* Robert Girrier is being assigned as vice commander, Naval Mine and Anti-Submarine Warfare Command, Corpus Christi, Texas. Girrier now is executive assistant, Allied Joint Forces Command, Naples/commander, U.S. Naval Forces, Naples, Italy.
* Norman Hayes is being assigned as deputy director for customer relationships, Signals Intelligence Directorate, National Security Agency, Fort Meade, Md. Hayes is now commander, Center for Naval Intelligence, and commanding officer, Naval and Marine Corps Intelligence Command, Virginia Beach, Va.
* William Kiser is being assigned as commander, Navy Medicine East/commander, Naval Medical Center, Portsmouth, Portsmouth, Va. Kiser is now chief medical officer, Bureau of Medicine and Surgery, Washington, D.C.
* Samuel Perez Jr. is being assigned as deputy commander, Joint Interagency Task Force-South, U.S. Southern Command, Miami, Fla. Perez now is executive assistant to the assistant to the chairman of the Joint Chiefs of Staff, Joint Staff, Washington, D.C.
* Robert Thomas is being assigned as director, Strategy and Policy Division, N51, Office of the Chief of Naval Operations, Washington, D.C. Thomas now is director, plans and policy, N5, Naval Special Warfare Command, San Diego.
* Maude Young is being assigned as program executive officer for space systems; commander, Space and Naval Warfare Systems Command Space Field Activity; and director, Communications Directorate, National Reconnaissance Office, Washington, D.C. Young now is major program manager for National Reconnaissance Office and National Remote Sensing System, Washington, D.C.
