3 tapped for 2nd star; 40 picked for 1st

Three admirals are getting a second star, and 40 captains have been selected to pin on their first star.

Defense Secretary Robert Gates announced Friday that President Obama has nominated William Brown, Elizabeth Niemyer and Alton Stocks for appointment to rear admiral, upper half.

Brown is director, logistics and security assistance for U.S. European Command in Stuttgart, Germany.

Niemyer is director, Tricare Region, West, in San Diego.

Stocks is fleet surgeon for Fleet Forces Command in Norfolk, Va. A March 11 Navy announcement said Stocks has been assigned to command Navy Medicine East, Naval Medical Center, in Portsmouth, Va.

1-star nominations

In addition, 40 captains have been nominated for appointment to the rank of rear admiral (lower half). Among them are nine executive assistants, three major program managers, three career management directors and two carrier commanders. Nominated for their first star are:

• John Aquilino, executive assistant to the commander of Fleet Forces Command.

• Colin Chinn, force surgeon for Marine Corps Forces, Pacific, Camp H.M. Smith, Hawaii.

• Robert Gilbeau, deputy commander for aviation, Naval Inventory Control Point Philadelphia and Mechanicsburg, Pa.

• Margaret Kibben, executive assistant to the chief of chaplains and director of religious ministries, Office of the Chief of Naval Operations, Washington, D.C.

• Glenn Robillard, commanding officer of the Fleet and Industrial Supply Center, San Diego.

• Elaine Wagner, commanding officer of Naval Health Clinic New England in Newport, R.I.

• Thomas Bond Jr., chief of the Naval Operations Strategic Studies Group, Newport.

• David Boone, commanding officer of Naval Facilities Engineering Command Mid-Atlantic, Norfolk.

• Sean Buck, deputy director for operations, strategy and policy at Joint Forces Command, Norfolk.

• David Duryea, major program manager for SOF and Undersea Mobility, Program Executive Office for Submarines, Washington.

• Peter Fanta, executive assistant to the assistant secretary of the Navy (financial management and comptroller), Office of the Assistant Secretary of the Navy, Washington.

• David Gale, executive director, sea warfare, Naval Sea Systems Command, Washington.

• Charles Gaouette, executive assistant to the deputy chief of naval operations for integration of capabilities and resources, Office of the Chief of Naval Operations, Washington.

• Michael Gilday, executive assistant to the chairman, Joint Chiefs of Staff, Washington.

• Patrick Hall, deputy director of operations, Joint Staff, Washington.

• Jeffrey Harley, director of the White House Situation Room, Washington.

• Brett Heimbigner, commander of Joint Intelligence Command, U.S. Central Command, MacDill Air Force Base, Fla.

• Ronald Horton, commanding officer of the carrier Enterprise, based in Norfolk.

• Philip Howe, chief of the Global Force Management Division, U.S. Special Operations Command, Washington.

• Matthew Kohler, director for intelligence and security, Joint Interagency Task Force South, U.S. Southern Command, Key West, Fla.

• Kevin Kovacich, deputy director, Naval Warfare Integration Group, Office of the Chief of Naval Operations.

• Dietrich Kuhlmann, chief of the Program and Budget Analysis Division, Joint Staff.

• Willie Metts, division director, information warfare senior detailer/placement officer, Navy Personnel Command, Millington, Tenn.

• Mark Montgomery, branch head for strategic concepts, Office of the Chief of Naval Operations.

• Scott Moore, director of combating terrorism, National Security Council, Washington.

• Kenneth Norton, commanding officer of the carrier Ronald Reagan, based in San Diego.

• Tilghman Payne, executive assistant to the assistant secretary of the Navy (installations and environment), Office of the Assistant Secretary of the Navy.

• Jeffrey Penfield, major program manager for Air to Air Missile Systems, Program Executive Office for Strike Weapons and Unmanned Aviation, Patuxent River, Md.

• Frederick Roegge, assistant deputy director for regional operations, Joint Staff.

• Phillip Sawyer, chief of staff, U.S. Strategic Command Special Activities Atlantic, Norfolk.

• John Smith, Jr., chief of staff, Navy Cyber Forces, Virginia Beach, Va.

• David Steindl, division director for the Surface Warfare Career Management Division, Navy Personnel Command, Millington.

• Kevin Sweeney, executive assistant to the commander, Joint Forces Command.

• James Syring, major program manager for DDG 1000 Destroyer Program, Program Executive Office for Ships, Washington.

• Gregory Thomas, commanding officer, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, Pearl Harbor, Hawaii.

• Jan Tighe, executive assistant to the commander, U.S. Cyber Command, Fort George G. Meade, Md.

• Joseph Tofalo, executive assistant to the vice chief of naval operations, Office of the Chief of Naval Operations.

• Michael Walley, senior military assistant to the secretary of the Navy, Office of the Secretary of the Navy.

• Michael White, division director for the Aviation Career Management Division, Navy Personnel Command.

• Mathias Winter, deputy program executive officer for anti-submarine warfare, Program Executive Office for Strike Weapons and Unmanned Aviation, Patuxent River.
