Charges unlikely in Norfolk toddler death

NORFOLK, Va. — The Navy says it's unlikely to charge the parent who ran over and killed a 2-year-old at Norfolk Naval Station.
Navy spokeswoman Beth Baker said Wednesday that the death of Dane Richard Royl was a tragic accident. She says the Naval Criminal Investigative Service is looking into the accident.
The child was run over Friday afternoon in the driveway of a home at the base's Breezy Point area.
