Congrats to new E-4s, E-5s, E-6s!

On Friday morning, Navy officials released the list of names of the roughly 20,000 sailors slated to move up a pay grade from the fall petty officer advancement cycle.
The release marks yet another year where advancement officials have been able to get the list on the street in time for the Thanksgiving holiday.
The names follow the release Wednesday of the E-4, E-5 and E-6 quotas, which gave sailors a look at exactly what their chances are to move up.
In all three pay grades, the chance to advance is 20.89 percent, up from 18.60 percent last fall. It was the highest shot at advancing since spring 2009, when 24.08 percent of eligible sailors moved up. Last cycle’s opportunity was 18.6 percent.
Overall, 19,814 sailors will move up in the ranks, 1,998 more than this spring. The overall opportunity was also helped by the fact that 913 fewer sailors passed their tests this cycle — 94,870, compared with 95,783 in the spring.
At E-6, the chance to advance crept up, coming in at 10.75 percent, up from 9.28 this spring. Of 29,537 who passed the test, 3,174 will join the Navy’s first class mess.
There will be 7,221 sailors getting a second stripe on their crows, out of 34,919 eligible test passers. The increase of 542 quotas, coupled with a 1,118 drop in test passers, boosted the shot at second class to 20.68 percent from 18.53 percent six months ago.
But the biggest increase was in the number of those entering the petty officer ranks, with 9,419 quotas. That’s a bump of 1,033 from the 8,386 who moved up last cycle. However, competition here was a bit stiffer, with 313 more eligible test passers competing for those openings, 30,414 up from 30,101 this past spring.
