4 tapped for 3-star assignments

Four officers have been nominated for three-star assignments by the president, Defense Secretary Leon Panetta announced in a statement Thursday, which came out as he and other top defense officials released details on the administration’s 2013 budget request.

• Vice Adm. William Burke has been nominated for reappointment to vice admiral and to become the deputy chief of naval operations for warfare systems. Burke, deputy CNO for fleet readiness and logistics, is a 1978 academy grad who has commanded attack submarine Toledo.

• Rear Adm. Philip Cullom has been nominated for three stars and to be deputy CNO for fleet readiness and logistics, relieving Burke. Cullom is an academy grad and surface warfare officer who commanded destroyer Mitscher and Carrier Strike Group 8, according to his bio. Cullom is director of the Energy and Environmental Readiness Division on the CNO’s staff in the Pentagon.

• Rear Adm. Charles Martoglio has been nominated to be deputy commander of U.S. European Command, a position that comes with a third star. Martoglio now serves as chief of staff at EUCOM, in Stuttgart-Vaihingen, Germany. Martoglio graduated from the academy in 1978 and commanded destroyer Fitzgerald and the Ronald Reagan Carrier Strike Group, according to his bio.

• Rear Adm. John Miller has been tapped for a third star and assignment as commander of 5th Fleet, based in Bahrain. Miller, a 1979 Naval Academy graduate and naval flight officer who has more than 1,000 carrier landings in the F-14 Tomcat, is an assistant on the CNO’s staff at the Pentagon.
