The fiscal year 2018 E-8 selection board convened today, with 1,676 of 13,480 eligible chiefs set to receive a senior chief's star.

Personnel officials are pushing forward with the board, even as they are still working through all the fallout from the potential misconduct earlier this month that caused a shut down of the E-9 board. Last week, the chief of naval personnel indicated that the incident would have no impact on the other two enlisted selection boards.

The numbers are trending up this year for the first time in four years, offering eligible chief petty officers almost a 12 and a half percent chance at advancing.

That percentage outpaced the recent 12 percent advancement from four years ago. The chance to make senior chief over the past decade has come at an overall average of about 11 percent annually —  statistically the toughest rate to achieve in the Navy.

Still, even in an up year, there's some bad news. That's because "wait until next year" has hit 370 chiefs in the electrician's mate, machinery repairman and sonar technician (submarine) ratings, where there are no quotas this year.
