The Navy is now breaking up the incentives into two-year increments, while also offering larger amounts to those who agree to four more years of service. The deal is $5,000 more than what active commanding officers were offered the past three fiscal years under the Aviation Command Retention Bonus. A report on the survey of SWOs was released by Naval Surface Forces earlier this month. "It's not enough for us to scream in the echo chamber of the people who are already invested in our service," said Vice Adm. John Mustin. Those eligible are reserve officers on active duty who handle management and training of Naval Reserve forces. VA officials said hiring and retention levels are at record highs, but workers groups say even more staff is needed to keep up. The Navy wants to bolster its active-duty end strength by more than 5,000 sailors in fiscal 2024. The services are looking to add about 12,000 troops to their ranks this year. America's defense communities have long been one of the largest sources for military recruiting. By Karen Holt
