This year's Thanksgiving will bring 24,628 active, Full Time Support and reserve sailors to the table with something extra to be thankful for — a new petty officer crow or an additional stripe.

Of the 100,742 sailors that passed their advancement exams this fall, 24.5 percent will move up a paygrade, according to the latest petty officer quotas released Monday.

Across the force, all pay grades are seeing an increase in chances to move up. Only for reserve full-time support E-6s saw a dip in their advancement chances.

For E-4, E-5 and E-6, that rate is a boost from the 19.9 percent shot this spring and the 23.3 percent last fall. It's only slightly below the 24.7 percent shot in spring 2015.

Despite the drop at E-6, FTS is again has the best place to advance.

That's followed closely by the selected reserve, which saw a dip in overall opportunity: from 27.8 percent this spring to now 27.12 percent shot.

Active-duty chances are still the toughest in the force, though they're closing in on their shipmates in the Navy Reserve, increasing overall to 23.9 percent. That's up nearly five percentage points from the spring.

It's the first overall increase for the total force after three straight cycles of overall decline, something the whole Navy has to be thankful for.

Officials told Navy Times in May that they hoped for this fall increase, which came even as the Navy announced a total of 3,012 active-duty and 65 FTS meritorious advancements were handed out over the summer.

For the fourth cycle in a row officials engineered a simultaneous release of active-duty, full-time support and selected reserve quotas.

Officials announced they also plan again for a simultaneous public release of the names on Wednesday.

In all, a total of 104,751 sailors across the total force sat for exams this fall and 100,739 cut a passing score and became eligible to advance this fall. This means, though, that 4,012 sailors failed their exams, bringing the overall failure rate to nearly just under four four percent -- the best in the last three years.

Active-duty

In the active force, all three paygrades combined saw the chance to move up in the ranks rise after a three-cycle decline.

A total of 91,493 sailors sat for their exams in September with 88,930 cutting a passing score. This makes the pass rate 97.2 percent, down just slightly. With 21,257 quotas to divvy up, the active component overall jumped to 23.90 percent from 18.9 percent in the spring.

The good news is that the lowest exam failure rate in the service came in the active force, with just 2,563 exam failures for a 1 percent failure rate, best in the total force.

Full-Time Support

There's two brands of FTS sailors, those who fill out FTS ratings and another much smaller group, selected reservists on active-duty as recruiters. The Navy combines these two groups when calculating advancements.

As a whole, even with a drop at E-6, FTS sailors have an excellent 35.9 percent shot to move up to E-4, 5 and 6, up from 30.5 percent in the spring. It's the highest Navy-wide for the second straight cycle.

This cycle, 2,206 FTS sailors took exams in March and 2,109 cut a passing score on their tests who competed for a total of 644 quotas.

Their failure rate, however was well above the active force at 6.35 percent, with only 130 sailors failing to pass their tests.

A bulk of those failures, 42 in all, came from the reserve recruiter community.

Counting only the regular FTS force, their failure rate is just slightly above the active force with 88 failures overall — 1.04 percent.

Selected Reserve

In August, 11,210 reservists took advancement exams with 9,891 cutting a passing score. So with 2,682 quotas among the three pay grades, the chance to advance is a healthy 27.1 percent. 

The good news for the reserve is that their failure rate declined significantly this cycle to 11.8 percent, and though it's still highest in the force by a long shot, it's way down from the 17.1 percent failure rate in the spring.
